Yes, not all complaints need to be written. But if you don’t get the decision you want via the phone, then writing is a good strategy to fall back upon.

In correspondence with Islands Trust, I learned to always copy these neighbours with whatever I sent. It helped me to be clear about what I wanted without extra drama or offence. Although it took a number of years to resolve, we are finally becoming good neighbours. It was worth the extra care.

Take the time to prepare for the conversation as you would for a letter. You will have notes to remind you of all the points you want to make and it reduces your stress level when you get through to the person who may be able to respond appropriately to your concern.
